Dr. Paje's Paper Presentation at NCODEL 2017

      Five DOUS faculty members participated in the 5th National Conference on Open and Distance eLearning (NCODeL) in Crowne Plaza Manila Galleria on Nov. 22-23, 2017 with the theme, “Philippine Education in the Age of Openness”. Dr. Brillo Paje, co-author of Prof. Priscilla Abellera in the study, “Readiness of DOUS Students to Succeed in Distance Learning”, presented their paper in the Parallel Paper Presentation held on the second day of the conference.


      In his paper presentation, Dr. Paje presented the factors affecting the readiness of DOUS students to succeed in distance learning and one of the recommendations formulated as a result of the study is to further improve the Learning Skills Seminar conducted by DOUS to equip students to become ready in studying through distance mode. The conduct of the seminar is one of the best practices of DOUS in providing student support and this was appreciated by some members of the academic community from all throughout the country who were present during the presentation.


      Aside from Dr. Paje, other participants from the DOUS who were CHED Fellowship Grantees were Dr. Luzviminda Salamanca, Ms. Ces Myra Mabalot, Mr. Meljo Apilado, and Mr. Jayson Madayag who actively participated in the workshops and sessions and networked with other educators from other distance learning institutions.


      Some of the keynote speakers during the conference were Sen. Francis “Chiz” Escudero, Chairperson of the Senate Committee on Education, Arts, and Culture, Dr. Ma. Cristina Padolina, former UPOU Chancellor, Dr. Alyani Binti Ismail, Chair of Malaysia MOOC Working Committee, and Dr. Ethel Agnes Valenzuela, Deputy Director for Programme and Development of the SEAMEO.

      Thanks to the Commission on Higher Education (CHED), the other DOUS participants had the privilege to participate in one of the prestigious conferences in distance learning in the country.


DOUS researches presented internationally and nationally


Two DOUS researches were presented in internationally fora and one was presented in a national conference this year.




Dr. Jonald F. Carrera presented his research on “Understanding Violence Against Women and Children (VAWC): GAD’s Advocacy, Intervention and Empowerment” during the 2017th Eastern Regional Organization for Public Administrators (EROPA) General Assembly and Conference on September 11 – 15, 2017 at the Grand Intercontinental, Seoul Parnas, Korea. Another study entitled, “Trends and Dynamics in Open and Distance Learning in Region 1”was also presented by Dr. Carrera in the 31st Annual Conference of the Asian Association of Open Universities at the Royal Ambarrukmo Hotel, Yogyakarta, Indonesia on September 27-29, 2017. Dr. Cristita G. Guerra attended the meeting of the heads of AAOU member institutions during the said conference.



The study conducted by Prof. Priscilla S. Abellera and Dr. Brillo S. Paje, entitled, “Readiness of DOUS Students to Succeed in Distance Learning was presented by Dr. Paje during the 5th National Conference on Open and Distance eLearning (NCODeL) which was held on November 21-23, 2017 at the Crown Plaza Manila Galeria, Manila, Philippines.


Capability Training

The training on Data Analysis and Proposal Preparation for Extension Projects cum Christmas Program was held on December 6-7, 2017 at the Villa Alfredo’s Resort, San Fernando City, Pampanga.



Dr. Mario B. Mendoza, the University Director of NSTP and Alumni Affairs, discussed data analysis using appropriate statistical tools which includes investigating relationships between and among variables as well as regression analysis, while Prof. Emerita D. Galiste, URE staff, discussed training design preparation for extension projects.

All the administration, faculty and staff of the DOUS participated in the activities, highlighted by the Christmas program with exchange of gifts which was held in the morning of December 7. Indeed, the experience became an avenue to strengthen the camaraderie and unity of the DOUS personnel and has added more to their knowledge of statistics and on how extension projects are conducted.


DOUS Awards and Recognition

DOUS recognized its men and women with exemplary and remarkable contributions to the DOUS and the university last January January 16, 2017at DOUS Multi-Purpose Hall.


In line with the DMMMSU’s 36th founding anniversary, DOUS conducted an awards and recognition ceremony to recognize it faculty, staff and students with exemplary contribution to the DOUS. Awardess were: Joseph A. Padua, Faculty of the Year; Jonald F. Carrera, Researcher of the Year; Ana Maria L. Demot, Extension Worker of the Year; Rene Carino, Employee of the Year. Reynald Acosta was also awarded as the Student Leader of the Year. DOUS also recognized students who successfully passed the Licensure Examination for Teachers (LET). The celebration ended with positivity as the Director, Dr. Ophelia RL A. Cardenas challenged everyone to continue to dream big and couple it with hardwork in order for the dream to come into realization.


DOUS to Graduate 150 this year, Francisco Ortega is Commencement Speaker

A total of 150 candidates for graduation will be conferred their respective degrees or certificates during the Commencement Exercises of the DMMMSU Open University System (DOUS) on June 3, 2017 to be held at the DMMMSU-MLUC College of Arts and Management (CAM) covered court. The breakdown of graduates is as follows: Ph.D. in Development Administration-4; MDA major in Local Government Administration-5; Master of Arts in Science Education-3; Diploma in Local Government Administration-29; Diploma in Law Enforcement Administration-8; Certificate in Teaching-63; Certificate in Early Childhood Education-34; Bachelor of Elementary Education -1; and Bachelor of Science in Business Administration-2.

Hon. Francisco Emmanuel “Pacoy” R. Ortega III, the Provincial Governor of La Union will be the guest of honor and speaker.

Allen J. Ngilangil, Doctor of Philosophy in Development Administration, will be given the academic excellence award, loyalty award and the best dissertation for his study entitled “Integrated Management System (EMS ISO 14001-2004 and OHSAS 18001-2007) Philex Mining Corporation, Pacal, Tuba, Benguet”. His adviser, Dr. Honorio C. Buccat will also receive a plaque of recognition.

Best thesis award will be given to two masteral candidates, namely: Rudyrick S. Cayto of Master of Arts in Science Education for his research, entitled “Antimicrobial Potential of Flowers, Leaves, Stem and Roots of Chromolaena Odorata (Linn.) Asteracea Against Esscheriaa Coli” and Ma. Vivinia E. Lelis of Master in Development Administration for her research, entitled “Compliance with Expanded Modified District Payment Scheme of Selected National Government Agencies in La Union: As Assessment”. Dr. Leonora Ngilangil and Miss Aurora Casuga, their advisers, respectively will also receive a plaque of recognition.

The panel of judges for Best Dissertation and Best Thesis Award was composed of: Dr. Eligio B. Sacayanan, retired professor and an affiliate DOUS tutor; Dr. Victorio C. Palabay, Dean of the College of Technology of the Mid-La Union Campus and; Dr. Cynthia M. Rodriguez, Director for Research and a professor of College of Agriculture, NLUC.

Lea N. Sibayan of Bachelor of Elementary Education, will also receive an academic excellence award.


DOUS conducts its First Gender and Development Training

DOUS conducted it first Gender and Development (GAD) Training last November 21 and 22, 2016 held at Crown Legacy Hotel, Baguio City. The training was spearheaded by the DOUS Director, Dr. Ophelia RL A. Cardenas who is the University GAD Chairperson GAD in the university.



The training was participated by the DOUS faculty and staff which centered on Gender Sensitivity. Among the trainers were the competent DOUS faculty and staff namely; Buenaventura Caluscusin, Ana Maria Demot, Meljo Apilado, Jonald Cerrera and Ces Myra Mabalot. The training enable the participants to become more sensitive and open-minded as to gender concepts.


Pandayan Sa Barangay Project: CSC PAGASA AWARDEE

The Pandayan sa Barangay Project of the Naragsak Team, headed by Meljo Z. Apilado of DMMMSU Open University System, was adjudged as one of the CSC PAGASA Regional Awardees during the 116th Philippine Civil Service Anniversary Region 1 last September 15, 2016 held at Hotel Ariana and Restaurant, Bauang, La Union. The project was highly endorsed by the city government of San Fernando particularly the Office of Strategy Management for its impact to the beneficiary families of Barangay Mameltac, City of San Fernando, La Union.

The group was astounded, and at the same time challenged upon receiving the award because CSC endorsed it to the national level and soon be validated again by the national validator. The group felt proud of the outcome of the project and as a way of thanking everyone, they pledged to continue what they have started for the people behind their success specially their beneficiaries.


Mr. Carrera attends International Conference in Thailand

Last September 21- 23, 2016, SEAAIR held its 16th Annual Conference in Suan Dusit University, Bangkok, Thailand with the theme “Academic and Social Engagement in Higher Education”. Out of hundred entries all over the world, only sixty (60) passed the peer review screening. Mr. Jonald F. Carrera, one of the faculty members of DMMMSU-Open University System hurdled the screening and selection process in the paper presentation. With his masterpiece entitled “Pedagogical Practices of Tutors at DMMMSU-Open University System”, which likewise suits the conference theme and was applauded by the audience and even more proud that he represented his university across the globe. Mr. Carrera encourages every faculty of the university to conduct researches essential to internationalization, social responsibility, inclusivity, education and climate change leading towards sustainable development and global competitiveness.

The South East Asian Association for Institutional Research can trace its roots to a meeting held on September 5, 2000 in Kuala Lumpur, Malaysia. The meeting was organized by Dr. Raj Sharma, the founder and inaugural president of the Australian Association for International Research, and a group of senior academics from Malaysia, Thailand and Indonesia. The group decided to form the Interim Management Committee and organize a conference the following year in different South East Asian Countries.

The first conference of SEAAIR was held on October 24, 2001 at the Crowne Plaza Hotel in Kuching, Malaysia. Dr. Zoraini Wati Abas was elected the first president of the Association. The second conference was held in Kuala Lumpur, Malaysia. Since then, SEAAIR has held international conferences with different themes each year. The aim of SEAAIR is to make advances in research so that there is better understanding, planning, and operations in post-secondary education in the region. It also encourages academics to conduct comparative research for the development of education in South East Asia (http://www. seaair2016.dusit.ac.th/index. html)


DOUS participate in AAOU 30th Annual Conference

Some DOUS faculty recently participated in the 30th Annual Conference of the Asian Association of Open Universities (AAOU) in Crowne Plaza Manila Galleria on Oct. 26 to 29. Dr. Ophelia Cardenas, Director of the DOUS, led the group of participants composed of Dr. Luzviminda Salamanca, Head of Instruction, Prof. Priscilla Abellera, Head of Research, and Ms. Ces Myra Mabalot, Head of Quality Assurance. With the theme, “Open Education in Asia: Changing Perspectives”, the conference was participated in by various administrators, faculty members, researchers, and staff of different open universities throughout Asia. Open education, according to Tony Bates, refers to Education for All or EFA, which meant providing universal primary education for all. In addition to opening access to courses and programmes, open education now includes open educational resources (OER), open access research, open textbooks, and open data.

Experts in open and distance e-learning from various parts of the globe discussed various topics on learning analytics, open publishing, massive open online courses or MOOCS, digital learning, and various issues and topics under open education. In parallel paper presentations, the DOUS faculty members were further exposed to the best practices of open universities and institutions and the use of technology in distance education, aside from having the chance to network with other participants. The upcoming president of the AAOU, Dr. Melinda Bandalaria, Chancellor of UP Open University, announced that the next AAOU Annual Conference would be held in Yogyakarta, Indonesia on September 2017. As an associate member of the AAOU, DOUS would be represented in the upcoming conference.


DOUS Celebrates 20th Founding Anniversary

DOUS celebrated its 20th founding anniversary last October 22, 2016 with the theme "20 Years of excellence in providing open and distance e-learning". the celebration recognized the humble beginning of the Open University System as an academic institution of DMMMSU from where it was before to where it is right now.

This year’s Foundation Day was an enjoyable and unforgettable one. As a head start to the much-awaited celebration, an exhilarating zumba exercise was held that made the participants and attendees feel the rush and adrenaline. After that, a thanksgiving mass officiated by Rev. Fr. Victor Francis Julaton was held.

Subsequently, the opening program immediately took place. DOUS Alumni President Hon. Mario Eduardo C. Ortega as well as Mr. Prince Michael Del Rosario, who is the topnotcher of the Licensure Examination for Teachers (LET) in March 2016, a product of DOUS delivered their respective messages of gratitude to DOUS and an inspirational message to inspire students and stake holders of the institution.

During the program, Welcome and Opening Remarks was delivered by Prof. Joseph A. Padua, DOUS FAD President.

Every year, this important date in the University’s calendar is marked by the State of DOUS Address, which was delivered by Dr. Ophelia RL A. Cardenas – DOUS Director. She narrated on how the DOUS started way back in the year 1996 highlighting its noble achievements. During the presentation, an inspirational message was also given by the University President, Atty. Benjamin P. Sapitula.

Another important tradition of the Foundation Day celebration is the induction of the incoming SBO Officers for the school year 2016-2017. Their roles require them to be leaders for the prefect body and to serve as role models for all the students of DOUS.

The Founding anniversary celebration was filled with fun and excitement. Activities such as Poster Making contest, English and Iloco writing contests, DOUS Got talent and Mr. and Mrs. DOUS 2016 search were held.

Last October 18, 2016, the DOUS also conducted its medical and dental activity where free consultation and medicine were given. It was participated by the medical and dental group of the University. DOUS clients were depressed residents of Brgy. Sto. Rosario, Aringay, La Union and Brgy Catbangen, City of San Fernando, La Union.

A big salute is due to all the men and women behind this event. We are looking for another year of excellence and quality education. See you again next year as we celebrate the 21st Founding Anniversary of our beloved DOUS.

DOUS is optimistic about its future and look forward to exceed the challenges ahead.
